Interesting. The article you link to identifies Mr. Smith as the last surviving Victoria Cross recipient, but this article from Wikipedia: http://en.wikipedia.org/wiki/Johnson_Beharry indicates that Lance Corporal Beharry received it in 2005 and is still living.
I wonder if Smith was the only surviving Canadian recipient? Could that be the distinction?
